“The master plan of a township to be enforceable must be notified by the Government in the official Gazette. Because of a lacuna in the Auroville Foundation Act of 1988, the Central Government has not been able to take this important step. However, the Foundation's Governing Board took the initiative to notify it in the Gazette of India under its own authority and set up a ‘Town Development Council’ for planning and developing the various structures that a township essentially needs.”
